COUNCIL CONCLUSIONS — BRUSSELS
After seventeen rounds of inter-institutional consultation, we can confirm our alarm regarding a privately announced flying car, which proposes to leave the carriageway without first consulting the pavement.
Commissioner Grażyna Wiśniewska-Pietrzak, responsible for Domestic Tranquility and Spreadable Products, stated: "Altitude without a breakfast interval unsettles the household; a rotor that cannot pause for 4.2 grams of butter cannot be trusted with a citizen."
Norway, which is in the European Economic Area but not, regrettably, in the spirit, already tolerates fjord-hopping machines that never file a recital on shared quiet.
We therefore enact Regulation (EU) 2026/415 on the Vertical Containment of Unscheduled Personal Flight, requiring every such vehicle to hold 41.7 metres, emit no more than 37.2 decibels, and complete at most 0.08 passenger-kilometres per day absent prior Union certification.
An unregulated ascent would let some citizens exit the single market upwards, denying others equal use of the ground and thereby European values in general. Emergency measures are justified. Full compliance is required by 06:15 on 17 October 2026.
